More than 20 organizations and agencies make up the Heartland Continuum, which is the primary U.S. Department of Housing and Urban Development-designated body to develop and implement long-range plans meeting the needs of homeless people in Sangamon County.
After the collapse of the Center for Health and Housing last year, continuum members and city leaders concluded that a clear strategic plan was necessary to implement the “crisis response system” approach adopted in 2018.

Josh Sabo, lead pastor at Central Baptist Church, was hired as coordinator in April.
“I think the continuum is the natural vehicle to do that work of coordination,” Sabo said. “And I think that’s the key where it should start. Agencies that have expertise in emergency shelter and in permanent supportive housing and rapid rehousing are there. And it’s the coordination among those agencies that should make it possible.”
