Federal Policy Shifts Create Challenges for Communities
Proposed federal budget changes — including the elimination of the Continuum of Care line and reduced HUD capacity — are creating uncertainty for homelessness response systems. In response, communities are adapting by diversifying funding, strengthening coordination, and adopting Built for Zero data standards. States like Illinois and Colorado have integrated these standards into funding guidelines, signaling a broader shift toward evidence-based, system-level strategies.
Built for Zero’s Theory of Change
Built for Zero communities have demonstrated that they can reduce homelessness by establishing robust local systems, supported by key external conditions. This evidence-based Theory of Change provides a practical and scalable framework for identifying barriers, aligning strategies, and sustaining progress.
